National University of ireland/International Labour Organisation Inaugural Edward Phelan Lecture.. .by Mr Guy Ryder, Director General of the ILO the International Labour Organization.. . .RCSI, St Stephens Green, Thursday 14 February 2013 at 6.00pm.. . .Head of International Labour Organisation expesses concern at possible threats to social partnership.. .Presenting the inaugural Edward Phelan lecture entitled Lessons from the Irish internationalist who organized social justice, the Director-General of the International Labour Organisation Mr Guy Ryder, said that the achievements of Edward Phelan contained a message for workers, employers and the government of Ireland today:. .'Confronted with the gravest conflict in history, the ILO in 1941, under the leadership of an Irish internationalist, Edward Phelan, reminded us that fundamental social rights and tripartite cooperation not only remain relevant but are, in fact, necessary for survival and reconstruction. The failure to use these tools had significantly contributed to creating a world-wide crisis. That was true then; that is true today'.. .Mr Ryder went on to express concern at possible threats to social partnership today : 'This is why it is deeply worrying if the first casualty of crisis is social dialogue and tripartite cooperation. Social dialogue presumes both institutions and a culture supporting them. Even when institutions for one reason or another do not function, a culture of social dialogue can - and should - live on and respond to changing needs. If arrangements are only informal, sporadic, carried out behind the scene, they can sustain the culture of dialogue only so far. In the end there must be a return to, or rejuvenation of, arrangements which are the repositories of the trust that is such a crucial element of industrial relations'.. . .However, he emphasised that the social partnership mechanism needs to be in touch with current realities: The engine needs to be fine-tuned and continuously ad
